我与坦桑尼亚联合共和国政府已于一九九七年六月十二日就九七年七月一日后香港特别行政区和坦桑尼亚联合共和国之间的互免签证问题换文达成协议。现送上坦方照会（英文）影印件和我方复照（中文）副本，请予备案。坦方照会正本已存外交部。
附件：如文。
坦桑尼亚联合共和国驻华大使馆：
中华人民共和国外交部向坦桑尼亚联合共和国驻华大使馆致意，并荣幸地收到大使馆一九九七年五月十二日第ＴＺＰＣ／Ｐ．30／1／182号来照，内容如下：
“坦桑尼亚联合共和国驻华大使馆向中华人民共和国外交部致意并谨代表坦桑尼亚联合共和国政府确认，为了发展两国的友好关系，促进坦桑尼亚联合共和国和中华人民共和国香港特别行政区之间的经济和贸易的发展，便利人员往来，双方通过友好协商，就坦桑尼亚联合共和国和中华人民共和国香港特别行政区之间的互免签证问题达成协议如下：
一、坦桑尼亚联合共和国公民持有效的坦桑尼亚联合共和国护照（包括使用同一本护照的偕行人），并持有往返或前往他国旅行的机票，入、出或途经中华人民共和国香港特别行政区，免办签证；中华人民共和国公民持有效的中华人民共和国香港特别行政区护照，并持有往返或前往他国旅行的机票，入、出或途经坦桑尼亚联合共和国，免办签证。
二、本协议第一条所述坦桑尼亚联合共和国公民和中华人民共和国公民，在对方境内逗留期间，应遵守其有关法律和规章。
本协议第一条所述坦桑尼亚联合共和国公民和中华人民共和国公民，如在对方境内逾免签期限，应依照对方主管机关的规定办理有关手续。
三、协议双方应当自本协议生效之日前通过外交途径交换本协定第一条所述护照样本。
协议一方如更新上述护照式样，应当提前三十日通过外交途径通知缔约另一方，并提供新护照样本。
上述内容，如蒙外交部代表中华人民共和国政府复照确认，本照会和外交部的复照即构成两国政府间的一项协议，并自一九九七年七月一日起生效。”
外交部谨代表中华人民共和国政府确认，同意上述照会内容。

The Embassy of the United Republic of Tanzania presents itscompliments to the Ministry of Foreign Affairs of the People"s Republic ofChina and, on behalf of the Government of the United Republic of Tanzania,has the honour to confirm that the two sides, with a view to developingfriendly relations between the two countries, promoting trade and economicdevelopment and facilitating personnel exchanges between the UnitedRepublic of Tanzania and the Hong Kong Special Administrative Region ofthe People"s Republic of China, have through friendly consultations,reached agreement on mutual exemption of visa requirements between theUnited Republic of Tanzania and the Hong Kong Special AdministrativeRegion of the People"s republic of China as follows:
1. Citizens of the United Republic of Tanzania, who hold the validpassports of the United Republic of Tanzania (including the accompanyingpersons who share the same passports) and hold return or onward tickets,shall be exempted from the visa requirements for entry into, exit from ortransit through the territory of the Hong Kong Special AdministrativeRegion of the People"s Republic of China. Citizens of the People"sRepublic of China, who hold valid passports of the Hong Kong SpecialAdministrative Region of the People"s Republic of China and hold return oronward tickets, shall be exempted from the visa requirements for entryinto, exit from or transit through the territory of the United Republic ofTanzania.
2. The citizens of the United Republic of Tanzania and the citizens ofthe People"s Republic of China referred to in Article I shall abide by therelevant laws and regulations of the other Contracting Party during theirstay in its territory.
The citizens of the United Republic of Tanzania and the citizens ofthe People"s Republic of China referred to in Article I shall go throughthe relevant procedures in accordance with the regulations of thecompetent authorities of the other Party for stay in its territory if sucha stay would exceed the valid period of visa exemption.
3. The two Parties shall complete the exchange of samples of theirpassports referred to in Article I before this Agreement comes into effectthrough diplomatic channels.
Either Party, in case of any change of the forms of the saidpassports, shall inform the other Party, through diplomatic channels, 30days in advance and furnish it with samples of new passports.
If the above points receive the confirmation of the Ministry ofForeign Affairs of the People"s Republic of China in a note in reply madeon behalf of the Government of the People"s Republic of China, this noteand return note from the Ministry of Foreign Affairs shall form anagreement between the two Governments and shall enter into force on 1July, 1997.
The Embassy of the United Republic of Tanzania avails itself of thisopportunity to renew to the Ministry of Foreign Affairs of the People"sRepublic of China the assurances of its highest consideration.
