我与巴巴多斯政府已于一九九七年四月三十日签署《中华人民共和国政府和巴巴多斯政府关于巴巴多斯在中华人民共和国香港特别行政区保留名誉领事馆的协定》。现送上协定中、英文本（均为副本），请予备案。协定正本已存外交部。

中华人民共和国政府和巴巴多斯政府，本着加强两国之间友好关系和增进两国之间领事关系的共同愿望，就巴巴多斯在中华人民共和国香港特别行政区保留名誉领事馆问题达成协议如下：

一、中华人民共和国政府同意巴巴多斯政府在中华人民共和国香港特别行政区保留名誉领事馆，领区为香港特别行政区。

二、名誉领事应在《维也纳领事关系公约》和中华人民共和国香港特别行政区有关法律和规定的范围内执行领事职务，并享有相应的特权与豁免。

三、中华人民共和国政府根据中国有关法律和规定，为巴巴多斯驻中华人民共和国香港特别行政区名誉领事馆及其名誉领事官员执行领事职务提供必要的协助和便利。

四、中华人民共和国政府和巴巴多斯政府将本着协商合作的精神，根据《维也纳领事关系公约》和国际惯例，友好地处理两国间的领事问题。

五、名誉领事可以是中华人民共和国公民或巴巴多斯公民或第三国公民，但不得是无国籍者，且必须是中华人民共和国香港特别行政区永久性居民。

六、巴巴多斯政府向中华人民共和国香港特别行政区委派职业领事后不得再委派名誉领事。

七、本协定自一九九七年七月一日起生效。

本协定于一九九七年四月三十日在布里奇顿签订，一式两份，每份都用中文和英文写成，两种文本同等作准。

AGREEMENT BETWEEN THE GOVERNMENT OF THE PEOPLE"S REPUBLIC OF CHINAAND THE GOVERNMENT OF BARBADOS CONCERNING THE MAINTENANCE BY BARBADOS OFTHE CONSULAR POST HEADED BY AN HONORARY CONSUL IN THE HONG KONG SPECIALADMINISTRATIVE REGION OF THE PEOPLE"S REPUBLIC OF CHINA

The Government of the People"s Republic of China and the Government ofBarbados, out of the common desire to strengthen friendly relations andenhance consular ties between the two countries, have reached thefollowing agreement concerning the maintenance by Barbados of the consularpost headed by an honorary consul in the Hong Kong Special AdministrativeRegion of the People"s Republic of China:

1. The Government of the People"s Republic of China agrees to themaintenance by the Government of Barbados of the consular post headed byan honorary consul in the Hong Kong Special Administrative Region of thePeople"s Republic of China, with the Hong Kong Special AdministrativeRegion as its consular district.

2. The honorary consular officers shall exercise the consularfunctions in accordance with the Vienna Convention on Consular Relationsand the relevant laws and regulations of the Hong Kong SpecialAdministrative Region of the People"s Republic of China, and enjoy thecorresponding privileges and immunities.

3. The Government of the People"s Republic of China, in accordancewith its relevant laws and regulations, shall accord the necessaryassistance and facilities to the consular post headed by an honoraryconsul of Barbados and its honorary consular officers in the Hong KongSpecial Administrative Region of the People"s Republic of China in theexercise of its consular functions.

4. The Government of the People"s Republic of China and the Governmentof Barbados shall conduct consular matters between them in a friendlymanner in the spirit of consultation and co-operation, and in accordancewith the Vienna Convention on Consular Relations and InternationalPractice.

5. The honorary consular officers shall be the nationals of either thePeople"s Republic of China or Barbados or a third country, but shall notbe stateless, and must be permanent residents of the Hong Kong SpecialAdministrative Region of the People"s Republic of China.

6. The Government of Barbados shall not appoint honorary consularofficers, once it has appointed career consular officers to the Hong KongSpecial Administrative Region of the People"s Republic of China.

7. The present Agreement shall enter into force on 1 July 1997.
